About Jenny
Jenny has served on the Johnson City Commission since 2013 and has held the positions of Commissioner, Vice-Mayor (2016–2018 and 2025–2026), and Mayor (2019–2020). Prior to her service on the Commission, she served on the Johnson City Board of Education for six years. She is a committed, dedicated, and experienced community leader who believes education is one of the leading drivers of economic development and stands strong in promoting excellent schools. She holds degrees in Physical Education, Health, and Exercise Physiology from the University of Tennessee and East Tennessee State University and completed studies in International Management at the University of Texas.
Jenny has been a leader on the Johnson City Commission in recognizing that the outdoors, sports tournaments, and entertainment are viable business sectors for economic development, while also providing outstanding athletic facilities and programs for our citizens. Municipal investments in infrastructure to support these areas have become priorities in the Johnson City Parks and Recreation Master Plan supported by the City Commission. Our natural beauty, amenities, and easy travel to Johnson City position us to be an even bigger visitor destination by adding a community recreation and competitive aquatics center strategically designed to attract competitive aquatics events.
Jenny gives her non-civic time to the First Tee Program as a Level III Head Coach. She is a coach and mentor to young people and teaches character development through the game of golf. She is a Special Olympics Golf Coach and Unified Playing Partner.
Jenny also promotes health and fitness for youth as a Board Member of the UP & AT ’EM Foundation, which started the successful Thanksgiving Day Turkey Trot. This year’s 21st Annual Event is expected to welcome more than 6,000 trotters. Proceeds from the event are invested in other youth health and fitness programs in our community.
She also serves on the Washington County Animal Control Board, the Convention and Visitors Bureau, and the Johnson City Railroad Experience Museum.
